The lines are generally decent, and the texture is quite detailed, but the encoding quality is poor. Even with dithering applied to the flat area, there is still some banding in the dark area. The OP suffers from severely insufficient bitrate. Blocking and banding are visible to the naked eye, leaving it basically ruined. We refer to the Crunchyroll source and find almost identical Artifacts, which suggests the video is exported from the master this way. We try our best to restore it, but some scenes remain beyond saving.
